Industry Specific ComplianceThe Directorate General of Foreign Trade (DGFT) on August 07, 2026, issued Institutional Transition of Implementing Agency from the Reserve Bank of India (RBI) to the Export-Import Bank of India (EXIM Bank) for the Interest Subvention Support for Pre- and Post-Shipment Export Credit under Export Promotion Mission (EPM) – Niryat Prothsahan.

This Trade Notice refers to a series of earlier notices governing the Interest Subvention Support for Pre- and Post-Shipment Export Credit under the Export Promotion Mission (EPM). It formalizes the institutional transition of the scheme's Implementing Agency from the Reserve Bank of India (RBI) — which had operationalized it on a pilot basis — to the Export-Import Bank of India (EXIM Bank), with effect from 1st April 2026, pursuant to a decision taken at the 4th Steering Committee meeting on the Interest Subvention Scheme.

Under the transition arrangement, EXIM Bank will handle all operationalization, portal management, verification, and claim settlement from 1st April 2026 onwards. However, as a transitional exception, any supplementary or additional claims from lending banks relating to the January–March 2026 quarter will continue to be processed by RBI. The notice details corresponding amendments to the Handbook of Procedures (HBP Chapter X, Para X.2(a)) and Appendix-A (Paras 2(e), (f), (h) and 3(d)), replacing references to RBI with EXIM Bank across provisions covering claim submission, monthly reimbursement to banks, IEC-specific claim verification against prescribed ceilings, and submission of consolidated claims to DGFT.

All other operational provisions under the original Trade Notice No. 20/2025-26 and subsequent notices remain unchanged, with this notice solely effecting the change of implementing institution and consequential procedural updates.
